1. Senior Specialist Policy & Research – 01 Post
Contractual position for leading policy research and impact evaluation under SSPDS project.

Contractual position for QA of large software systems and infrastructure in SSPA.
Eligibility Criteria for SSPA Individual Consultant Jobs
1. Senior Specialist Policy & Research
- Qualification: At least 18 years of education in social sciences (economics, public policy, public administration) or any other field related to policy and research from a recognized university. A PhD degree is preferred.
- Experience & Skills: Eight (8) years of leading impact evaluations end-to-end, from design to dissemination, preferably in social protection. Demonstrated record of empirical research with mandatory peer-reviewed publications in relevant fields along with working papers. Strong background in econometrics, with extensive knowledge of statistical tools and quantitative methods and strong command of data analysis. Deep expertise in causal inference, experimental/quasi-experimental designs, survey methodology, sampling/power, measurement, cost-effectiveness, and mixed methods integration. Proficiency in Stata / R / Python, strong command of reproducible research practices, data governance, and QA/QC standards.
2. Contract Management Specialist
- Qualification: 16 years of education in Public / Business Administration, Commerce or Contract Law or Project Management or any related field from a reputed local or foreign university duly recognized by Higher Education Commission (HEC) of Pakistan. Degree in Procurement / Contract Management / Supply Chain Management shall be accorded due weightage.
- Experience & Skills: At least 08 years of experience in contract management in assignments comparable to ones stated in the TOR. In-depth knowledge of contract law, procurement regulations, and best practices. Proven experience in contract negotiation and dispute resolution. Proficiency in contract management software and tools will be required. Strong analytical, organizational, and communication skills.
3. Quality Assurance
- Qualification: At least a Bachelor’s degree (16 years) in Software Engineering, Computer Science, Information Technology or a related field. Recognized QA certifications will be a plus.
- Experience & Skills: At least five (05) years’ experience of working as Quality Assurance in organizations managing large Software Systems Infrastructure. Over two years of experience in software development and database management, with familiarity in programming languages such as Flutter, PHP (Laravel), MySQL, expertise in Java / Kotlin, JavaScript (Next.js, React, Angular), and Python (Fast API) will be a plus. Excellent command over SQL with experience of at least 2 years. Hands-on experience in testing of web-based and mobile enterprise applications. Solid understanding of quality models including ISO 27001 and CMMI is required. Good analytical and communication skills and ability to communicate clearly in writing.

- The consulting services will be procured on purely contractual basis under the World Bank financed project.
- The attention of interested Consultants is drawn to Section III, paragraphs 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” (November 2020), setting forth the World Bank’s policy on conflict of interest.
